NOCoE Honors 2026 TSMO Award Winners at CTSO Event

On March 26, NOCoE announced the 2026 Joey Sagal TSMO Leadership Award and TSMO Award 2026 Overall Winner during the NOCoE Award Luncheon at the Committee on Transportation System Operations (CTSO) Annual Meeting held in North Carolina.

2026 Joey Sagal TSMO Leadership Award
The 2026 winner is Scott Marler, CEO of the Iowa Department of Transportation. The Joey Sagal TSMO Leadership Award (previously TSMO Champion) honors an individual who has made significant contributions to advancing TSMO both inside their organization and within the industry at large.

TSMO Award 2026 Overall Winner
The 2026 Overall Winner is Connecticut DOT for CTDOT Wrong‑Way Driving Detection System. The TSMO Award 2026 Overall Winner is chosen from the four category winners. The Overall Winner exemplifies an exceptional and well-implemented TSMO project that helps save time, lives, or money.

Share Your ATDM Success Stories

The Federal Highway Administration (FHWA) is actively seeking case studies on real-world Active Transportation and Demand Management (ATDM) to share with the transportation operations community. Key areas of interest are:
  • Active Traffic Management, including dynamic shoulder use and lane management, variable speed limits, queue warning, adaptive ramp metering, adaptive signal control and reversible lanes
  • Active Demand Management,  including on-demand transit, predictive traveler information, and dynamic ridesharing, pricing, routing, HOV, transit scheduling, and incentivization
  • Active Parking Management such as dynamically priced parking, and dynamic parking reservation, wayfinding, parking capacity, and overflow transit parking

Calling Road Safety Experts to Pitch Technology Solutions

The Intelligent Transportation Society of America, DC Highway Safety Office, District of Columbia Department of Transportation) Vision Zero Office, and the DC Southwest Business Improvement District  recently announced the M Street Road Safety Reverse Pitch and Pilot to identify technologies that could address the greatest road safety challenges on M Street between 5th Street SE and Delaware Ave SW in Washington DC.

TOM Talks is a webinar series from the National Operations Center of Excellence that focuses on using the Transportation Operations Manual (TOM) to implement TSMO strategy and tactics and to expand practitioner knowledge on TSMO.

The April 2026 webinar will focus on Agency Readiness for TSMO, the topic of Chapter 4 of the TOM.

NOCoE Strategic Advisory Council Appointments

Two new members have joined the NOCoE Strategic Advisory Council: Kristina Boardman and Marc Jocobson. 
Boardman was the first woman named as secretary of the Wisconsin DOT in September 2024. She previously served in a variety of roles in the agency, including administrator of the Division of Motor Vehicles. She also serves as the chair of the AASHTO Committee on Safety.
Jacobson currently serves as the program manager of the City of San Antonio’s Transportation Systems Management & Operations Program in the Public Works Department, which is responsible for the City’s Intelligent Transportation Systems.
