Overview

This synthesis profiles laws, policies, and procedures for facilitating the safe and quick clearance of traffic incidents, primarily those initially blocking travel lanes and attended to by the vehicle operator, on highways in urban and rural areas. The study also reports on specific-site traffic incident clearance and investigation activities employed nationwide to quickly mitigate incidents of varying severity, from a vehicle disablement or minor crash to a serious crash or nonhazardous spill.
