AASHTO TSM&O Guidance: Culture Dimension

Overview

These three documents are guidance on improving agency capability in TSM&O with respect to the culture dimension, as developed through NCHRP 03-94 and SHRP2 L06, available in this database. Culture is defined as “the combination of values, assumptions, knowledge and expectations of the agency in the context of its institutional and operating context, and expressed in its accepted mission and related activities.” The three documents represent specific guidance on culture in the form of improvement targets, strategies, and key actions for agency advancement in capability from “performed” to “managed” (Level 1 to 2), “managed” to “integrated” (Level 2 to 3), and “integrated” to “optimized” (Level 3 to 4). The guidance covers four key sub-dimensions of culture: business case, leadership/championship, outreach, and program status/authorities. Agency examples and reference documents are also provided for each level change.
