2016 - 2017 NOCoE Business Plan

Overview

The National Operations Center of Excellence (NOCoE) recently completed its first full year of activities under a comprehensive Technical Service Plan (TSP), from July 1st, 2015, to June 30th, 2016. This success was only made possible through strong partnerships between NOCoE and its founding organizations – the Institute of Transportation Engineers (ITE), the American Association of State Highway Transportation Officials (AASHTO), the Intelligent Transportation Society of America (ITSA), and the Federal Highway Administration (FHWA). NOCoE is additionally grateful to the ongoing and active participation of its Board of Directors and Technical Advisory Council (TAC) in helping to align the 2015-2016 TSP with NOCoE’s vision and mission.

The purpose of the 2016-2017 Business Plan, which incorporates the TSP with a revised Outreach and Engagement Plan (OEP), is to guide the products and services to be offered or facilitated by NOCoE throughout the planning year effective July 1st, 2016. Ideally, NOCoE would be able to offer up a comprehensive suite of products and services that simultaneously achieve all of its stated goals and objectives. This desire, however, must be tempered against the reality that NOCoE continues to operate on limited resources in its second year, and must prioritize its offerings based on time and budgetary constraints. At the same time, tangible and highly valuable products and services must be provided in the short term to demonstrate the value of NOCoE and to garner the support needed from sponsoring agencies to ensure a sustainable and long term future for the organization.

Ongoing dialogue with NOCoE partners, as well as the experience garnered from the Year 1 TSP, has led to the identification of nine top-ranked products and services towards which NOCoE will dedicate the majority of its efforts. This list comprises a mix of five existing services provided through NOCoE, along with four proposed new services:

Proposed New Services

  • On-Site Agency Visits
  • Subject Matter Expert Exchange
  • Self-Contained Knowledge Centers
  • Research & Educational Content Development

The top ranked products and services are described within the Business Plan, while also providing details related to the expected quantity and timeline of deliverables (where appropriate). Additional products and services are described briefly, with the intent that future additional resources may facilitate their development.

While this Business Plan is formally released annually, it is updated on a continual basis, as new details become available for the various product and service offerings, and as ongoing discussions warrant modifications to NOCoE’s thematic priorities.
