ITE/NOCoE Virtual Peer Exchange: Regional and Local TSMO: Learning from the Capability Maturity Model

Overview

Technological advances, performance-based budgeting, and an increased focused on transportation systems management and operations (TSMO) are all influencing the roles of regional and local transportation agencies in the 21st century. With the changing nature of these roles comes a rethinking of traditional strategic planning models, as well as the short- and long-term operational strategies pursued by these agencies. The Federal Highway Administration (FHWA) has spent the last several years providing training and resources to state and local agencies, through the SHRP2 program, to introduce a new paradigm in the self-assessment of an agency’s strength in various operational areas: the Capability Maturity Model. This virtual peer exchange will bring together agencies from across the United States, to share some of their best practices, challenges, and lessons learned, as they have refined their own operations in response to the CMM framework and self-assessment. The specific applications to be covered are:

  • Past and current experiences with the CMM framework and self-evaluation process
  • Putting the CMM into practice: assessing an agency’s readiness with respect to integrated corridor management (ICM)
  • Current challenges facing local and regional agencies in TSMO, and how these will impact the future of CMM adoption

 

Learning Objectives:

Participants in this virtual peer exchange will be able to:

  • Understand how agencies with varying levels of TSMO preparedness have participated in the CMM evaluation process
  • Apply techniques related to integrated corridor management to improve the performance of key arterial and freeway corridors.
  • Assess the impact of the capability maturity model framework on their own operations, and formulate strategies for future agency growth
  • Identify challenges and opportunities within the TSMO realm for regional and local agencies going forward, and learn strategies for addressing these within the context of the CMM
